The problem

5 million people have financial rights they cannot read

Chile passed one of the most advanced fintech laws in Latin America. But the people it should protect cannot understand it. The regulation exists as dense PDFs on disconnected portals, written in language that needs a lawyer to decipher.

The lost student

A 22-year-old student in Santiago wants to open her first digital account and build a credit history. She cannot figure out which platforms are regulated, which fees are legal, or what rights she has if something goes wrong.

The invisible retiree

A 68-year-old retiree in Valparaiso does not know he has the right to dispute unauthorized charges on his prepaid card. The regulator published a circular that protects him. He will never find it.

The blindfolded entrepreneur

A first-generation entrepreneur in Temuco does not meet her fintech tax obligations properly. Not because she avoids them, but because the tax portal assumes she already speaks bureaucratic language.

The fraud that thrives

Citizens who do not understand their financial rights are the easiest targets. Phishing, digital scams and predatory lending exploit the same information asymmetry that regulation was supposed to fix.

Chile has the regulation, the data and the institutions. What it lacks is the last mile — the translation layer between public information and human understanding.
The challenge

One challenge. Three lines of impact.

Every team works on a single challenge — Financial Inclusion for Chile — through one of three thematic lines. The focus is always civic impact.

Track 01

Financial Inclusion

How do we make any Chilean understand their financial rights without needing to be a lawyer?

Conversational AI Agents that explain CMF/SII regulations in plain language. MCPs connected to public regulatory databases. Multilingual AI Agents that translate regulation into language anyone can understand.

Only 21% of Chileans understand basic financial concepts (OECD 2023)
What you could build
  • AI Agents that explain CMF circulars in plain language
  • AI Agents that compare regulated financial products
  • Interactive guide on financial consumer rights
Available public data

CMF circulars, SII regulations, regulated financial institution records

Track 02

Citizen Cybersecurity

How do we protect citizens from digital financial fraud with accessible AI?

Conversational phishing detectors for non-technical users. Real-time education about digital threats. AI Agents for fraud reporting connected to government platforms like CMF. Tools that protect the most vulnerable people in the digital financial ecosystem.

Chile recorded over 9.4 billion cyberattack attempts in 2023 (Fortinet)
What you could build
  • Conversational financial phishing detector
  • AI Agent for fraud reporting connected to government platforms CMF
  • Real-time digital threat educator
Track 03

Data Protection

How do we empower people to control how their financial data is used?

Tools that explain what data each institution holds. AI Agents to exercise ARCO rights. Interactive guides about the new Data Protection Law. Solutions that give people real control over their financial information.

73% of Chileans do not know what rights they have over their personal data (Deloitte 2024)
What you could build
  • AI Agent to exercise ARCO rights with financial institutions
  • Privacy policy explainer in plain language
  • AI Agent for requesting financial data portability
Who can participate and make an impact?

Three profiles. One team.

The ideal team combines three profiles: AI Builders + Business/Product + Vibecoders. You do not need to be all three — you need to find them. Build your team with the right mix and create solutions with real impact together.

AI Builders

Developers with technical experience

You write code, know APIs, design architecture. You build with Claude API, Agent SDK and MCPs connected to real data. Your differentiator is technical depth and agentic thinking.

  • Experience with APIs and SDKs
  • Agent architecture and orchestration
  • Clean code and best practices
  • Integration with real data sources

Business / Product

Business and impact strategists

You understand markets, design impact models and translate real problems into viable solutions. You are the one who connects technology with the people who need it. Your differentiator is product vision and the ability to articulate the problem.

  • Value proposition and impact model design
  • Knowledge of the financial or regulatory ecosystem
  • Solution narrative and communication
  • Validation with real users

Vibecoders

Creators with AI tools

You do not need to be a developer. You use Claude Code, Cursor, v0, Lovable or other AI tools to build working solutions. Your differentiator is creativity and the ability to solve real problems with available tools.

  • Building with Claude Code or Cursor
  • Rapid prototyping with no-code/low-code tools
  • Creativity for solving complex problems
  • Focus on impact over technical complexity

A winning team has all three profiles. Builders build, Business/Product articulates the problem and validates the solution, Vibecoders prototype fast. Together they compete in any of the 3 thematic lines.

SOLOpreneur
What if you're all three? Trust yourself to make an impact. But it's on you.

If you have the product vision, the technical skills and the creativity to prototype — you can compete solo. The SOLOpreneur who masters all three profiles is the exception, not the rule. You sign up as an individual today and starting April 29 you choose: compete solo or join a team.

How teams are formed

First you sign up. Then you build your team.

Registration is individual. Teams are formed starting April 29, when the portal login goes live. Individual registration closes April 30 at 23:59. Nobody is left without a team — and nobody loses their spot if they sign up on time.

Step 1
Today
Individual registration

You register as an individual — no team yet. Once your spot is confirmed, you receive a confirmation email with status "registered".

01
Step 2
April 29
Login + team formation opens

You log into the portal with your email. Create your team (you are the leader and invite members) or accept an invitation from another leader. Teams of 2 to 4 people. Individual registration stays open until April 30 at 23:59.

02
Step 3
Saturday May 2
Bendi and the Web4 platform

The Impact Lab goes live: access to all resources and to Bendi, the Owl of Wisdom — our AI agent that supports participants, mentors and judges 24/7.

03
Step 4
May 5
Teams locked in

Teams are frozen: no member changes allowed. The Impact Lab challenges kick off with the defined datasets and thematic lines.

04
Step 5
May 6-7
On-site Lab

Espacio Riesco, inside Chile Fintech Forum 2026. Flexible format with free transit: build, attend keynotes and network whenever you want. The final pitch is on May 7 at midday.

05
SOLOpreneur

Want to compete alone? You also sign up individually now. Starting April 29, instead of forming a team, you choose the SOLOpreneur option. Trust yourself to make an impact — but it is on you.

Flexible format

The 48 hours are not a lockdown.

Both days of the Lab (May 6 and 7) happen inside Chile Fintech Forum. Come and go as you need: build with your team, attend keynotes, network or take breaks. The 200 selected builders receive a 100% complimentary CFF26 ticket for both full days — a benefit exclusive to Impact Lab participants (regular ticket: USD 80). The only fixed slot is the final pitch on May 7 at midday.

Once teams are locked in on May 5, no member changes are allowed.

The model

Three pillars. One single problem.

Data does not come from the internet. It comes from the institutions that generate it. Teams do not search for problems — problems arrive predefined by those who live them.

Government & Regulators

Data providers

Regulatory datasets from CMF, tax procedures from SII, consumer protection frameworks — curated and cleaned before the Lab.

Private Sector

Mentors + post-Lab pathway

FinteChile and 200+ partner companies bring market context, real use cases, and commit to evaluating the best solutions for adoption.

Civil Society

Solution builders

200 participants — AI Builders and Vibecoders — who turn raw public data into working civic tools with Claude.

The table is set

This lab was designed as a space where regulators, industry and citizens build together. We have extended a formal invitation to the institutions that have the authority, the data and the mandate to sit at this table:

CMFwhose regulation is the central raw material of the lab.
SIIwhose tax procedures are one of the main points of citizen friction.
SERNACwhose financial consumer protection mandate aligns directly with the Lab challenges.
ABIFwhose vision of the banking ecosystem is key to validating the relevance of solutions.
Undersecretariat of Telecommunicationswhose role in connectivity and digital access is fundamental for these tools to reach citizens.
Ministry of Financeas articulator of national financial policy and promoter of the Fintech Law.

This does not work if someone is missing from the table.

Frequently asked questions

Everything you need to know

Who can participate?
Anyone 18 or older residing in Chile or Latin America. You do not need to be a developer — there is room for AI Builders (with technical experience) and Vibecoders (who build with AI tools like Claude Code).
Do I need to know how to code?
No. If you are a Vibecoder, you can build solutions using Claude Code, Cursor, v0 or other AI tools without writing traditional code. The pre-Lab workshops prepare you to build with these tools.
How are teams formed?
Registration is individual: you sign up as a person, with no team attached. On April 29, the portal login opens and that is where you form your team. A leader invites the members (teams of 2 to 4 people). Individual registration closes April 30 at 23:59. Teams are locked on May 5 — no further changes allowed.
What if I do not have a team?
No worries. From April 29 you have access to the directory of participants without a team so you can invite people, and from May 2 you have Bendi — our AI agent — helping you find complementary profiles by role and thematic line. You can also compete solo as a SOLOpreneur.
What is Bendi?
Bendi — the Owl of Wisdom — is the Impact Lab AI agent. It goes live on May 2 on the Web4 platform and supports participants, mentors and judges 24/7 with regulatory context, datasets, tools and guidance on the challenges.
What tools will I have available?
Full access to Claude API (Sonnet, Opus, Haiku), Claude Code, Agent SDK, MCPs and AI credits per participant. Plus, real public data from Chilean regulators (CMF, SII, etc).
Is it in-person or virtual?
The Impact Lab is 100% in-person on May 6 and 7 at Espacio Riesco, Santiago, inside Chile Fintech Forum 2026. The pre-Lab workshops are online and in-person.
Do I have to stay inside the venue for the full 2 days?
No. The 48 hours of the Lab are not a lockdown. Both days happen inside Chile Fintech Forum and you have free transit: come and go as you need, work with your team, attend Forum keynotes and panels, network and take breaks. The only fixed slot is the final pitch (May 7, midday).
How does access to Chile Fintech Forum work?
The 200 selected builders receive a 100% complimentary CFF26 ticket for the full 2 days (May 6 and 7). It is a benefit exclusive to Impact Lab participants — the regular Forum ticket is $80 USD. The access code is sent on May 5.
How much does it cost?
Participation in the Claude Impact Lab is free. It includes the complimentary Chile Fintech Forum ticket (both days), access to AI tools, mentorship, coffee breaks and catering throughout the event, and a welcome kit.
What happens after the Lab?
The 6 winning teams enter the AI Fintech Sandbox Chile: 60 days of acceleration with mentorship, extended API credits and a pathway toward adoption by regulators and financial institutions.
Can I participate from another country?
Yes, but you must attend the Lab in-person in Santiago on May 6-7. The pre-Lab workshops are accessible remotely.
How are solutions evaluated?
The rubric has 5 criteria: Citizen Impact (25%), Responsible Data (20%), Use of Claude and Agentic Thinking (25%), Works (15%), Pitch (15%). Agentic bonus up to +5. Disqualifying gates exist for preexisting work, serious regulatory hallucinations or missing deliverables. Full terms at /bases.
